i cant buy it myself because i dont have 20 dollars in paypal, and i would need the original amount for the discount to happen. i am willing to pay the dollar back to someone, ii am not asking for a free game, someone need simply gift it to me and receive their dollar

Why would you need the original amount for the discount? It should simply bill $1 to your account.

That makes sense but the relationship between Steam and Paypal is a little more complicated than that. I have missed out on a LOT of deals because I had only 4.99 in my account instead of the original price of $10 or $20.

So in short, it bills the $1 but you need the original steam price to buy it.
