Changed version.ini from 1.5.0.1 to 1.5.0.0, ran the patcher as admin, it downloaded 4.2 gig, got halfway through updating files, then this:

Got it working by clicking repair, and downloading the 9gig repair "patch"

11+ gig steam files + 4.2 gig patch + other small patches + 9 gig repair patch... what a waste of time and bandwidth
