You can download it from Microsoft using the Games for Windows Live client which you need to have installed to run it anyway. As for a boxed copy, it seems to be scarce so far, haven't seen any stores in Canada selling it (online or otherwise) and not even any on ebay yet.

Btw, does the PC version of the game have all unlocks which the 360 version had?

Or are some costumes missing?

The DLC Map packs are included in the PC release. And it looks like the character unlocks are there also.
