Cargo space

I've bought cargo hold space but I can't figure out how to apply it rather then just carrying it.

Also, is it possible to gain acheivements in offline mode?

There is no need to apply them.

So just purchasing one and keeping it in the inventory makes sure that it is activated and has increased my inventory size?

Yep, if you look at the top of the screen there is a white bar that shows how full your cargo space is. Buying cargo space will increase the number allowing you to carry more stuff. Very handy!
