More "OpenGL 3.1 or higher" issues

I'm well aware that there are probably 2190429845 threads about this already, but heres another one. Same deal really:

"The current video card/driver combination does not support OpenGL or higher."

My video card is a ATI Mobility Radeon HD 3650... I've looked for the minimum specs which states the game needs 2900 series or higher...

I've tried downloading and updating the stuff in the stickies, but it doesnt seem to have had an effect. Im not sure if it worked. Help?
