Voucher / Promotional Codes

This was probably suggested before, but I just felt like suggesting it again anyway from my own perspective. The way Steam operates probably lends itself to not needing these types of additional discounts. However, I think it would be nice to have an option for special promotional codes to get an even greater discount. Perhaps these codes can be issued out to loyal Steam users or some similar method.

I bring this up because almost every digital distribution website I visit has an option for a voucher or promotional code on top of their already discounted games. Direct2Drive, GreenManGaming, Impulse, etc all have a place to enter a code to get an additional discount. So, why not Steam?
