Moving the camera with right stick, bug?

I read somewhere this was a new feature added that you can control the camera with the right-side analog stick. It seems to work but on the wrong axis.
For example, instead of moving the stick left and right to make the camera turn, I have to move it up and down instead. The left stick doesn't suffer this problem, but probably because you configure that one anyway.
