If I like P3 will I like P4?

I enjoyed P3 quite a lot even though I was pretty terrible at it. I especially loved the naval side of it. Upgrading your fleet, hunting pirates, giving your boats unique names etc. Does this gameplay still exist (and still enjoyable) in this game?

Also should I get the expansion? The entire thing is only about $20 so I'm interested.

Seems to be just as enjoyable as the last version. A few minor changes but still a great game.

It seems there is an immense difference between the two, and not for the better.
