Stuck at Planetarium Spire

After spending a lot of time trying to get pass the planetarium Spire I decided to look for a solution in walkthroughs. It appears that I should have activated a light bridge at the museum spire. But since I havent done that, there is no other way to return. Is this a bug and does anyone know how to return without the museum spire light bridge?

Is that on the island with the waterspout you have to cross? You can shove the rock on that screen over from the other side.
