Steam updates 0 bytes

Always, when I start Steam, it says update needed and downloads 0 bytes for the game update.

There hasn't been any updates for this game since it even made it onto steam..lol..

Steam re-downloaded 4 files (690KB), but still does this.
Anyway thanks for your quick answer.

If I check game cache after I have played the game, Steam re-downloads 4 files (I think the same files).

the game makes a txt file called 'Debug' on my "E:\" path with this text:

Running built at <Buildtime Unavailable> with config Command line + E:\Program Files (x86)\Steam\steamapps\common\Evil Genius\dynamicresources\config\concept.cfg
Output is flushed.

I think I got this problem because I've installed the widescreen fix (this)
I solved this problem on my own.
There are two ways, the esier is to close Steam then, delete the .acf file of the game (called "appmanifest_3720.acf" for me)
Then open Steam and reinstall the game.
The longer way is to remove Steam fully and reinstall Steam and the game.

I couldn't solve the other problem with the .txt file.
