So, I have one doubt... If I buy this game, which is unavailable in my region, and the purchase goes successfully, will I be able to play it? Will I get VAC banned or something?

VAC is Valve Anti Cheat. It detects multiplayer cheats and has nothing to do with your Steam library nor this game.

You should ask this question of Steam Support because no one else can tell you how they will react to you trying to bend the rules.
