To those who are still unable to unlock the game.

Ive somehow managed to unlock the game through another way. Im not sure if this works for everyone. But just try it.

If you preloaded the game through the preload install thingy, go to the batman folder in steamaps and go to binaries --> win32 --> and click on the batman.exe.

An install page will appear asking for your CD Key, so just go to your library in Steam and take the CD key and copy it into the install page. It will unlock and you'll be able to run the game. Though I've played through an hour or so, I'm unable to get any steam achievements and the "Play" button in Steam is not there aswell.

Tell me if this works.

It worked with Arkham Asylum, so I was planning to do so when the downloading finishes. Thanks for the confirmation though, pretty sure it will work for me too.

When I try to run any .exe file from the Batman2 folder I get the message that the file is not compatible with my version of Windows.

It gives you errors because you don't have the decrypted files. You have to use a VPN from a region that the game is released in let it decrypt the files, close the VPN and then to what the op said.

VPN is fine. Especially when you pre-order a game and it becomes vapor-ware at launch day.
