The Sims 3 is lagging, but computer should be able to handle it...

So, I've installed The Sims 3 (and all of it's expansions) on my computer, but it lags every 5-10 seconds or so.
The game has the lowest settings and I've no anti-virus, firewall or anti-malware enabled (and I've also tried to scan for viruses without anything found). I've tried to run Steam in administrator mode. I've tried to update my computer, and The Sims 3 has no updates either.

There is also no other programs run in the background.

So what could possibly be the problem here?

Specs:
Intel Core 2 Duo 2.66ghz
4GB RAM
ATI Mobility Radeon HD 2600 XT
