I was having the same issue and none of the other fixes worked for me. Turns out there was some sort of conflict with AC3Filter. Uninstalled it and the game plays just fine. This is a less than optimal solution since I need AC3Filter to output other sound properly, but hopefully this will help you to patch the error.

I've got Windows 7 (which has all .NET prior to 4 built in the system) with .NET 4 installed and I have XNA 3.1 and XNA 4 installed.
I get this error and cannot fix it. If I try installing a .NET 3.5 or earlier redist then I get errors relating to Windows 7 already having it in the system. Already reinstalled XNA 3.1. I'll try uninstalling 4.0, but if it's causing the problem then I'll probably just find another computer to play Dwarfs on as I need 4.0 for too much. |

you only need .net redist not visual studio. Serch for .net redist. And install it to be able to install xna 3.1 (you need at least .net 3.5)

Just wanted to chip in. I had the same problems, tried installing different things, didn't help. I did an old time fashioned restart of my computer, and that did the trick.
So, just before you start wasting hours of time and energy AND frustration into fixing this, thinking that games doesn't need restarts anymore, try this pro tip first

I have verified both my net installation and my XNA installation, and nothing seems to be wrong :/ How can I see which exact versions I have installed?
