A lot of the posts here mention how the game seems to be running like crap (low fps) on really fast computers and I experienced the same issue. I am an ATI owner, and I saw a youtube video where someone went to the options screen and toggled anti-aliasing, and then I was like "Hmm... I dont have that option!"

There is a file called JadeEmpire.ini where you can do lots of good stuff (likely more than you could do with the config tool anyways):
Soft Shadows cause shadows cast on the ground to have blurred edges so they
look more natural. There's a problem with ATI cards where turning Soft Shadows
ON causes shadows to virtually disappear. In any case, Soft Shadows is a
resource hog, so it's probably best to leave it OFF if you're having framerate
By default, players with
ATI cards cannot turn on Anti-Aliasing.
Find JadeEmpire.ini in your main program folder and open it in a text
editor. Find AllowAtiFSAA and set it equal to 1. The option will then appear
on your Video Options screen.
IMPORTANT: If you have an ATI card, do not try to use Soft Shadows and AA at
the same time. You'll get trash on your screen.
By default, JE on the PC is locked to a maximum of 30 frames per second (fps).
Since the graphics are not that advanced, this is a lot slower than many PCs
can actually run the game. Find the JadeEmpire.ini file in your main program
folder and open it in a text editor. Find ClampFPS and set it equal to 0. Your
game will probably run at much higher framerates.
I also found that when I had the 'Steam not found' issue that just restarting Steam made it go away.
