Why does steam hate mods?

The title seems self explanatory, why is it that whenever I try to mod a game on steam that is more than two years old It's almost literally impossible without going through some flaming hoop of death doom gloom and nuclear destruction just to get the process of making it work started, why can't steam be optimized to work with modders instead of give them a big ol' middle finger like in most situations?

not sure if it will work with rome total war but i had problems getting mods to work on hearts of iron 3 for a number of reasons. In the end I copied the game files into a separate folder outside steam and installed the mods there. Had no problems since. hope that helps
