Explosive arrows

Is this skill bugged? Im playing an heroic and I can destory the Barrow Wight Lord in 3-4 shots. i have a pretty good crossbow but low dex and i am level 24. I do around 33000 damage with 1 shot. I always insta kill any mob when i fire this thing.

not bugged, just really really OP, I actually refuse to put points into it just because it takes all the fun out of it.
