CreateDevice Failed

Every time i try and launch this game, I get this error? anyone have any suggestive insight on what the cause of this is?

I'm able to play GTA3 on this craptastic computer that i have, but i'm unable to play this game, i would imagine it shouldn't take more resources than GTA3.

Try changing your monitor resolution to 1024x768 before starting the game for the first time. I think it attempts to start the game at the current desktop size and due to the age of the game, anything over 1024x768 causes it to fail. After I had it running, used the options to pick the resolution that I wanted the game would start normally.
