Liquor Bug Fixed in AHD?

I got a problem with v. 1.3 of Vic II:

I dunno if I am over-recruiting or something, but for some reason, after the 1850's of the game, liquor just stops. My recruitment grinds to a halt and I am left completely defenseless as rival nations continue expanding their armies, forcing to rely on existing armies that have been war-damaged and still recovering.

Now, I am aware of a new expansion pack for Vic II and, before I buy it, I want to know this: has the "No Liquor" bug been fixed?
