Well, I wouldn't say he's "talking", but now that you bring that up...

Perhaps Vorts work with G-Man, but they don't like some of his actions?

I would say that teh Vorts where the ones that hired the G-Man to bring Gordon back. And were not happenb when he got taken away. sm

I don't think the Vorts are his employers, since the All-Knowing Vortigaunt says, for example "Something secret steers us both. We shall not name it", and I think he might be talking about the G-Man. They may be just mere pawns, like Gordon, and in Episode One, after seeing that G-Man was taking Gordon away, they decided to interfere.
