Poor Performance

i'm making this thread cause i just got M2TW and wanted to try it
but when i got in settings were on high and the recommended limit was 4000 soldiers
MY PC:
Core 2 Duo E8400 3.6
Nvidia GTs 450 2gb
4gb ram ddr3
windows 7 ultimate 64 bit
1440x900
so i started a battle with more than 4000 as this is so low
and guess what 8-30% GPU Usage and 60-70% CPU usage
i experienced shutter and low fps(7-25)that really sucks
when people with worse PCs can play it better
HELP!!!!!!!!!!!!!!!!!!!!!
