It could be a beta thing or glitch. Try without using the new Beta UI client.

I haven't had this since the new UI is out. But steam don't stop immediately with downloading stuff. I have about one minute until steam stops downloading. I think steam just wants to fully download the endure packet.

I had this problem too. I found though that if I hold the mouse button for a little longer, it pauses. Its a strange bug but I found thats how I can pause.

The pause and resume buttons aren't always working for me either. It's a problem I've experienced for years maybe. It's about time to fix this.

I believe the download page is using scripts to handle click events and that, for some reason, a script error is blocking the event handlers. Restarting the Steam client seems to temporarily fix the issue.

God lately Steam has decided to restart downloading games I had paused using Pause all (some games pause and stay paused, some didn't get the memo), and if that happens then the pause button stops working, it doesn't even press when you click on it.

Then it eats all my bandwidth and the only way to fix it is by killing the process because if you exit it gets stuck on an "exiting" phase while still downloading 7 gigabytes like it would end by the time I need it to...

Such a silly problem can't get fixed in how long already?
