This is no longer applicable btw for those that own Postal 3, I'll still do it for those that can prove they own Postal 2 though.

Kinda, I mean the whole thing was supposed to be for those that posted on the RWS forums to thank them for helping the community there, I seldom even remember to check the steam forums.
