Well backups would be mostly on your side as that requires copying a lot of information and moving those files to another part of your HDD, which can take a while as most games now are 10GB+.

As for creating local game cache files? Do you mean when you start a download it takes a long time to start?

And for freezing up, I have not seen this but again it could be related to your HDD as downloading multiple large files and writing them to a disk can slow your HDD down.
