rome alexander will not run NO MODS

everytime i try to run it it just loads up the poster and sits there i tab out and an error message comes up

Failed to read Censored word dictionary file: data//chatfilter.san

this is a clean install of it on steam and no mods installed on my old computer it would do the same thing but i couldnt figure it out. now at least on this newer gaming computer i can see it.

rome total war runs great but this game has never run ever and its newer how does that make sense? ive tried for months to reinstall and such but that has not helped also tried moving files around as suggested and that just makes the game corrupt.

any suggestions? to help the game run? keep in mind i have no MODS! its jut the regular game.

sad part is i tried what they told me run steam as administrator and it just says failed to find steam. oh well 5 bucks down the drain least it wasnt 50!
