No, it's not. It's not even close. The syringe gun will out-perform the crossbow at close range. Even at medium range, if the user knows how to use the syringe gun at range, the syringe gun still holds its own against the crossbow. The crossbow's reload just cripples it so much.
Not that I think the crossbow is bad. I've taken to using it, and I know when it's useful. It just sucks as a defensive weapon.

This! The reload is horrible. Switching during reload also resets it, which is terrible when it takes so long anyways. Takes a while to start reloading, even with auto on. I really like the x-bow, but see the biggest weakness is that Scouts can now approach with impunity. The syringe guns can easily take down scouts at medium range, but you pretty much only get 1 shot with the x-bow, so you better hope your pocket is listening to you scream for your life.
