A lot of $0 items from the get-go in Dead Space 2

Various suits of armor and weapons are free at the beginning of Dead Space 2. Makes the game feel unbalanced from the get-go - not nearly as scary or tense as the first Dead Space. Or is this intentional? DLC?

It's DLC that was put in very poorly.
