DLCs not working offline?

I own all the DLCs for NTW and they all show up under "View Downloadable Content" while in online mode. However, in offline mode only the Peninsular Campaign shows up and none of the extra units are available in-game. It used to work fine and only recently started doing this.

The problem seems to be fixed now.
