Cannot Unlock Achievement 'Full Power' in Luxor Evolved

I cannot unlock the achievement 'Full Power -- Unlock all powerups/upgrades'. In fact, I've unlocked all powerups/upgrades while playing the game. So I'm confused now.

I think it's not a steam-related problem. Because the achievement is locked in the game, either.

What does 'Unlock all powerups/upgrades' really mean? Is this a bug?

Confirmed as a bug. There will be a patch soon addressing this as well as a few other issues.

To get this achievement you have to unlock all rewards and defeat the stage 7 boss.
