Downloaded - installed - played... today new installation needed ?

Hi

First of all... i bought Just Cause 2 long time ago via STEAM download... played it very much.
Then a couple of month ago i switched my op sys from Win XP to Win 7 - but the Steam Files still were placed on the old partition - not on the sys partition.

So i started steam... wanted to play JC2 again - he wanted to download it... so i let it go. After download i was able to play it. Today i wanted to play it again and STEAM says... need to install JC2 - after that he wants to download the whole game again... ???

What went wrong ? So my JC2 folder is nearly 5 GB on data... so i think the whole data of the game should already be there... is there a chance to install it manually ? Or another way to run that game ?

I too have Steam and Windows on separate drives, but I don't recall Steam ever downloading a full game when I reformatted the Windows drive. I actually reinstalled Windows 7 this last week and was able to play all of my existing games after the initial 'first time run' installers were done.
