Installing Cities XL 2012, game cache hang

Bought 2012 this morning and have been trying to install the game all day, during the install while it is "Creating local game cache files" it simply loads until the last bar but then sits there forever. Tried restarting, changing download region, deleted clientregistry.blob, and even left it for 6 hours, nothing... anyone know anyway around this? Or why its doing it?

****FIXED****
Had freys steam filter installed, even without use it was stopping me from downloading, if anyone else has this issue or something similar, re download freys and click "Delete all IPSEC filters" then close it, should fix the issue.
