Offline practice Disabled..?

So, I downloaded a new campaign just a few minutes ago, City 17 for Alien Swarm, yeah its almost the whole HL2 campaign, it has like 5 different locations from the original HL2, anyway I wanted to test it out on offline practice, but when I clicked the button for offline practice, nothing would happen, I tried even disabling the addon and re-clicking offline, but it didn't work for some reason... I can click all the other things especially Quit -.- in any case there's something blocking me from playing with bots, Q.Q

Just create a private lounge with this map and disable two marine requirements via console.
