Get others to hear my custom music?

I have followed the tutorial here on the Valve Developer Website, but it is so dang vague and seemingly incomplete. I am following their recommended PAKRAT technique and have gotten to the point in which "I" can hear my custom sound, which are called by ambient_generics. The problem here is, I cannot get anyone else to hear them, and the tutorial for the PAKRAT method just ends there. It does not address this, essentially how to get other people on different PC's to hear your stuff.

So my question here is, how do I get other people to hear my music? I have followed the tutorial word, for word (EXCEPT making a custom soundscript since I am using ambient_generics like they recommended on the page.)
