Creating caech files-No progress

I recently tried to reinstall UT3:black edition
and when I start the installation it
just says-"creating cache files"
and doesn't progress for 15 minutes and then just closes automaticly.
Please help me! what do I do??

Heya!
I just figured out my firewall was blocking Steam (on rather dodgy settings I might add too o.o")
If it is this, Disable ALL your firewall(s) and attempt to install UT3:BE via Steam.
You can re-enable your firewall(s) afterwards (and, I'd recommend checking their settings and see if you can allow exceptions/rules for Steam).
