Aerosols not working

I've collected enough money and support to deploy aerosols in all of the parts of the world before the last turn. Other turns the temperature drops – but for some reason, the very last turn, it goes up 0,5 degrees even though I deploy aerosols in every part of the world.

It confuses me. I thought I would win with lowering the temperature at least 0,5. Before the last turn the temperature is 3,2. I need to go below 3.

Is it bugging, or what?

Have emissions been falling for the last few turns, or rising?

It usually doesn't affect the temperature until the 2nd or 3rd turn especially if you went over 3 degrees which is the strongest methane release.
