I too think that Steam should have throttling options for downloading game content, for a lot of reasons.

They'll add these features when every game is on the new content system; otherwise it'd be confusing why they worked for some games but not others.
That roll-out is still ongoing. Switching every game on Steam over in one fell swoop would be a really very bad idea; it makes much more sense to gradually scale up and squash bugs and performance problems as they occur rather than risk an enormous system failure. |

this would be a nice feature but our internets seems to make steam the last priority seriously if someone else is using our internet even if they're just surfing the web i lose like 200 kb per sec

Steam is so stupid on the download system.
When i am watching you tube or other websites its downloading at maximum available speed choking down my connection. While when i play a game (i play 99% of the time local games) its PAUSE the $I#@*@# download! whats whit this. please Steam give us the ability to adjust these things. I know i can Alt Tab and pause download then resume download to be able to download while playing... But still its crappy system. Make your customer happy and give them what they want... you make tons of cash on me alone already i am sure that the money you earned from me is enough to request a developer in India to build this feature.... |

Maybe we should ask a open source team to create a plugin or a 3th party app that will help users moderate the steam speed. Simple app that you can either run on tray icon or hidden away on the background. That will give you a simple slide bar for the maxium download speed available for steam or a, let program decide checkbox...
