Issues with Screen Resolution

For some reason, unknown to me, the game every time I select any screen resolution it will only use the ones with the 75Hz refresh rate, my refresh rate is 60Hz. Any ideas as to what is going on?

what gfx card/drivers you using ? , what monitor do you have ?

Nvidia Geforce 8400, and i have an HP vs17 monitor.

So what's the problem? The vs17 refreshes it's native res of 1280x1024 at either 60 or 75Hz. If you didn't install the driver, that's what Windows will tell the game client. Or lie to Windows as to what your monitor specs are (as long as it's 60 or 75Hz and fits the res, it should be fine).
