Haven't figured out yet how to issue this edict (or create the appropriate circumstances to make it happen)...but then, I also haven't figured out how to create a Telecom HQ as one of my tasks requests.

Have an Immigration Office and good relations with China.

Oh, and be playing in Modern Times mode, obviously.

As to your Telecom problem, sometimes that mission comes up years before the Telecom HQ becomes available or even outside MT mode. It's a little bug. (You'll have to wait until the 1980s for it to become available.)
