1920x1080 Resolution
My native resolution is 1920x1080 so naturally I changed the game's resolution to that. However when I did everything seems to be very slightly vibrating up and down on screen. Steam Community text and ingame text is also blurry (Steam Community text being extremely blurry almost to the point of unreadable). Is there a fix for this?

That is what it looks like sorta. I would provide screen shots but whenever I take them (using steam f12) they come out fine when I look at them. Something that could be causing the problem is that when I go to steam community the top and bottom are cut off (going above and below the screen). To go you a measurement, when you take a screen shot the little notification that pops up only has the top half (or bottom half depending on what side the notification pops up on) only has half of it displayed. The other half is hidden below (or above) the screen. Both of the "fixes" in the post didn't work for me.

If it comes out fine in screenshots, it's not related to his problem since that was an issue with the rendering due to driver settings. It has to be a display issue between the game and your monitor. The image vibrating and being blurry makes it sound like a refresh rate issue, but I don't know how the screen being cut off would fit into that.
