Mas of the Betrayer can't progress (bug)

I played most of the original campaign and wanted to try out MotB, so I made a new character and started playing. Very early on you get to the top of the barrow, and you have to face Okku. Well, he isn't showing up. Deleted the game and started over, got the same error.

The barrow exit doesn't open until he's dead (I watched some youtube videos of other people doing it), so I can't progress at all. I tried entering the room from different angles, different characters, all the same result.

Anyone know a fix for this? It's an entire expansion unplayable if I can't get by it.

The rest of the game, including the Storm expansion all play perfectly with no bugs. I'm using Windows 7 SP1, and I don't have any addons or anything installed, just what came with the Steam download.
