Some help with docking

I cannot seem to dock with the station in the flight tutorial at the start of the game. When you communicate with it there is no option to ask for docking permision. If you try to dock with auto pilot (shift+A) or the dockinh command (shift+d) you are told permision denied.

Is this a bug or am I missing something?

What is it that you're trying to dock on? If you have the flight instructor selected and do a shift-D you'll get 'docking denied'. You have to select the actual station.
