Can't add money to steam wallet or buy games?

So i recently wanted to add money to my steam wallet to buy some games via paypal but after redirecting me to the checkout paypal site i got this message 'Paypal does not allow your country of residence to ship to the country you wish to' I live in luxembourg and my friends are able to buy anything and add money to their steam wallet but not me. Is anyone else having this problem? And yes i have sent a message to support but they haven't replied yet...

Well i have 2 adresses one is in Lithuania and the other is in Luxembourg.
In paypal it however doesn't let me change the country of my adress which is really weird...
Basicaly i have 2 adresses set on paypal one of them has an incorrect country which i cannot change...

You may have triggered it in that it thinks you're in region A but you're using paypal in region B or such.

My understanding is that Paypal knows that account A has a bank account or cc linked into a specific region. Ergo if you try to buy something with Paypal in region B, but your Paypal account information all has region A, it won't let you do it.

Thus my vague understanding is that as long as everything is consistent, you are physically in region A, you paypal is in region A, and payment information within paypal is region A, you should be ok.

Ahh ok. But do you know how i can change the region adress in paypal from A to B? because then i will only be able to buy in like 2 months
because currently they are

(this is region A where i am going to be in 2 months)

And the other one is

Rue de la liberation, 14
Strassen, Luxembourg

Lithuania(I want to change this to Luxembourg but can't.Darn paypal)
(This is region B where i currently am at)
Also whenever i try to checkout with Region B address it says it doesnt ship and with A it says there was an error
