Can I recover from the Cloud or am I screwed?

Like so many other people I'm having issues with my save game. I wanted to check with the community here before I decide that if I'm screwed or not.

Like many others I had a save file in the upper 70% range. Each time GFWL and Steam would back up the save file to the cloud whenever the game closed. Due to other circumstances I had to reformat my computer and reinstall Windows 7. I thought that when I would reinstall the game Steam Cloud and GFWL would just restore my save but it's not doing it. It must think its a totally different machine.

Is there any way to recover my save file from the Cloud or am I screwed?
