Post Origin can set to where the overlay window appears, why not Steam?

To be specific I mean the notification window.
Where it shows your friends, messages, etc whilst in a game.
This would also be useful when you are not playing a game as well.
Origin had this feature available at one time, and I enjoyed it.
(I unfortunately did not screencap it when it was available)
It's a little bit of a hassle when these notifications appear in the wrong place especially on non-steam games.
I prefer it to be in the upper right for most games or upper left for others.
So why has this not been made a feature yet?
I know others possibly have wanted it.
Playing games like Counter Strike Source are fun, but then I get stuck in a firefight and can't see what my ammo is because it's blocked by the overlay window.
This feature will be widely accepted if it's made.

I ask for this to post to be removed as I neglected to fully peruse the already submitted ideas page.
