Need Help with Santa Cruz mission in iBomber Defense Pacific

I cannot for the life of me get past this level. Anyone done so and have any tips? What are the best weapons against submarines, because my cannons and machine guns are hardly doing anything to them!

Yeah, I know. But the problem is, you don't get enough money to manufacture bomb facilities to make them. However, after trying about 10 times, I finally got past it. I gave up upgrading the guns and squeezed what I could to make bomb towers.
