NY region?

I somehow deleted it and can't find a link from EA to redownload the NY region that came with the game. Can anyone help?

You can't redownload it. Your only course of action if you want to get it back is to reinstall the game.

Assuming you deleted the region from within the game and not from the Steam directory, the Steam\steamapps\common\simcity 4 deluxe\Regions directory contains the original regions.

Just copy the one you deleted to your Documents/SimCity 4/Regions directory and you'll have it back again.
