As Satoru, Jmcmatrixs and Tito Shivan have stated, using Skype will not cause any issues with regards to VAC.

Would be kinda strange if a voice chat program would trigger VAC.

I always find interesting how some people just are over-cautious about legit programs causing VAC Bans. And how cheaters end up on the other end of the scale, utterly downplaying the risks of using cheats triggering a VAC ban.

But, as the advice i like to give: 'Better Safe than Sorry'
(And asking things up never hurted anyone)

Shouldn't cause any problems. I believe that if a program does not interfere with Steam, VAC, or whatever game you are playing it should be alright.
