File exception

i just bought Victoria 2 on steam together with a house divided (expansion) and installed them. when i tried to launch the game during loading it gets stuck on "initialising map logic"
when i went to task manager i saw an error popped up that said:

File Exception:
Exception in: virtualfilesystem.ccp line: 624
system cannot find specified file

i reinstalled the game and the same thing happened, i also tried verifying the files and that didnt work, neither did running as admin
any suggestions?
