cs 1.6 uses to much memory

As the title says it , i recently updated to windows 7 (service pack 1) from windows xp (service pack 3) , and i get to much lag and since i always had 20ms on a server i played , now i get 50-60ms and and also i checked the taskmenager steam.exe uses 17,000 K left alone with no game running just as a tray , while in xp i dont know but surely didnt use this much!
Also when im ingame cs 1.6 (hl.exe) uses up to 120,000 K which is abnormal sometimes even 200,000 K which drives me insane (in xp ive always had 30,000 K used by the hl.exe..)
Also ive checked with Microsoft Security Essentials and Malwarebytes Anti-Malware Pro and nothing found..

(the rates are all in max cl_upd 101 cl_cmd 101 rate 25000 since i use the f0rest.cfg)

And ofc the internet is no problem since i have 8mb/s ADSL
Pc specs: 4gb ram , nvidia gts 250 1gb , 500gb hdd , intel core 2quad cpu Q8300 @2.50Ghz ,2.50Ghz
