If I delete local content, will non cloud saves stay

Just like I said, If I delete local game content (Steam's uninstall game function) Will my save games that aren't cloud stay?

Sometimes. It depends on where they are stored. They are often stored in a separate folder from the game, so its usually okay.

Some games store saves in their installation folders, Deus Ex (the original) is one of those games, in this case your save files would be deleted.

Just to clarify: If you just delete a game from the game list (i.e. right-click and select "delete local content", as the title says) you won't lose any save files, because custom files / self created files will never be deleted this way.

As others have already said, if you delete a game's folder manually from the "steamapps"-folder, then some games tend to lose their save files. Many games though save to another folder ("My Documents" for instance) so you won't even lose them this way. You should refer to one of those links provided above.
